Evgeny Norin: Yugoslavia wanted to join the union between Russia and Belarus, but Russian President Boris Yeltsin blocked this initiative. There was really nothing Russia could do to prevent NATO's operation. Unfortunately, apart from protesting and loudly condemning the events, there was nothing Russia could do.
